Partnership with vision: Westenergie and Compleo modernize municipal charging infrastructure

More than 650 new DUO ims AC charging stations meet all regulatory requirements and enable stable communication via LTE (4G) for comprehensive, direct charging

Dortmund, January 15, 2026 – The mobility transition requires strong strategies, technologies, and partners. With the large-scale replacement of existing charging stations, Westenergie, together with the charging infrastructure experts at Compleo Charging Solutions, is sending a strong signal for sustainable, reliable, and municipal electric mobility. Westenergie is the largest energy service provider and infrastructure provider in Germany. By 2028, more than 650 modern Compleo DUO ims AC systems are to replace the existing charging stations throughout the Westenergie area. The modernization is being carried out in close coordination with the municipalities involved in North Rhine-Westphalia, Lower Saxony, and Rhineland-Palatinate, ensuring a stable, comprehensive charging infrastructure in the long term.

“We want to support cities and municipalities in enabling citizens to switch to sustainable mobility and provide them with infrastructure that functions reliably, meets legal requirements, and remains open to future technological developments,” comments Kristina Wagner, Senior Commercial Manager and Product Owner eMobility at Westenergie.

By replacing its infrastructure, Westenergie is already focusing on its future viability. In particular, the upcoming shutdown of the 2G network from mid-2028 would interrupt the communication channels used for billing charging processes. New legal requirements, such as the obligation to use smart metering systems from 2029/30, also necessitate a technical upgrade. With DUO ims, Compleo provides a solution that meets all regulatory requirements and can be installed on existing foundations.

Well-equipped for current and future requirements

DUO ims technology communicates via the LTE network (4G) and meets all current technical connection requirements. It is compatible with future communication and security standards, including AFIR specifications and technical connection requirements (TAB). Thanks to RFID technology, DUO ims offers maximum user-friendliness. State-of-the-art hardware helps to ensure reliable and convenient charging. Equally important, the solution enhances the appeal of municipal infrastructure. Public charging points are a visible sign of progress, participation, and sustainability. They also give people without their own wallbox access to e-mobility.

Future technology for everyone

Westenergie supports municipalities from planning to operation. Local municipal managers are in close contact with those responsible on site and ensure that everything runs smoothly: from dismantling the old technology to commissioning the new charging stations, all within just 1.5 hours per charging station. This partnership-based approach is part of Westenergie's sustainability strategy. The aim here is to promote regional value creation in particular and to bring future technology to the region.

With this modernization, Westenergie and Compleo are not only creating stable and secure charging points. They are also laying the foundation for a long-term scalable infrastructure that will serve as the backbone for growing vehicle numbers, new mobility offerings, and networked energy applications. This makes the replacement of charging stations much more than just a technical update: it represents the consistent further development of a sustainable, regionally rooted mobility strategy based on cooperation and trust.
